Duncan has been a driving force in Hong Kong’s innovation and technology (I&T) development since early 2000. He is an active advocate of I&T policies, an experienced entrepreneur and investor, and is often regarded as the leading figure in the local I&T industry.

Besides his role in LegCo, Duncan is President of Hong Kong Information Technology Joint Council, Chairman of Steering Committee of the Research, Academic and Industry Sectors One-plus Scheme (RAISe+), Board Member of Hong Kong Science and Technology Parks Corporation (HKSTP), Chairman of HKTDC Information & Communications Technology (ICT) Services Advisory Committee, Chairman of the Advisory Committee for the Department of Systems Engineering and Engineering Management at The Chinese University of Hong Kong, Member of the Advisory Committee of The Hong Kong Polytechnic University. Duncan actively participates in social development across multiple sectors, he currently serves as both a Member of the Hospital Authority and the Chairman of its Information Technology Services Committee, Chairperson of The Hospital Governing Committee (HGC) of Kwai Chung & Princess Margaret Hospitals, President of the Asian Squash Federation and Chairman of Squash Association of Hong Kong, China.
